The big question from Day 1 after we create Artificial Intelligence is what
kind of being it will be and in whose hands it will end up. It is equally
important that mankind does not lose control of AI. Therefore, AI should be
regulated before it is created because once AI comes by it will be too late.
1. Establish International Artificial
Intelligence Agency (IAIA)
Similar
to the International Atomic Energy Agency (IAEA) which regulates the development
and operation of nuclear power plants, the International Artificial
Intelligence Agency should be mandated to regulate the creation and use of AI.
Anyone venturing into attempts to create AI must first demonstrate that these
attempts will be safe and obtain a permission from the IAIA.
2.
Restrict access to all research and
scientific papers aimed at creating AI.
The
objective is to keep criminals and terrorists away from AI. Just as research on
bombs is restricted, research on AI should be classified because AI is inherently
far more dangerous than any bomb.
Any
researcher should be able to submit their research paper to the IAIA. The IAIA will
have it vetted by reviewers who will assess how dangerous the paper is and set an
appropriate access level that will determine the range of individuals who will
be allowed to read it.
3. Include
AI in the list of non-patentable inventions.
Given that AI is greatly
essential to all human beings, it cannot be owned by a single individual or
company. Accordingly, no one should be able to patent it.
The patenting prohibition
will slow down the reckless race by companies who rush to be the first to
create AI. The more cautious and responsible AI creators are, the less likely
is that AI slips out of our control.
4.
Ban all marketing and selling of AI.
Just as no one has the
right to sell Natural Intelligence (human beings), nobody should be allowed to
sell Artificial Intelligence. Excluding all profiteers from the creation of AI
will slow down its emergence. Thus, AI will be created in peace of mind and in
a more responsible and safe manner.
